You need to contact whoever sold you the parts. If the parts are already on a 
finished assembly that is not produced by Nokia, you need to contact the 
manufacturer of the finished assembly.

You can continue to ask questions here, especially if you think they're going 
to be simple, but it I'm just suggesting going through your official contacts 
as this would allow us to look into more details of your problems under NDA.

BIOS setting done enable SR-IOV as well Intel Vd-enabled. Could you please 
share inputs.

PS: if done manually(modprobe -r igb &  modprobe igb max_vfs=1) interfaces are 
coming up.
