Java programs are notorious for being unable to account for the screen
space taken up by the Windows task bar. The toolkit mechanisms for
retrieving screen size do not account for the Windows toolbar, at least
not in the JDK versions I've worked with. I've seen some hack fixes for
the problem, but none have worked very well.

It seems to me that IDEA remembers any changes you make to the window
size. Isn't it possible for you to manually resize your IDEA window to a
size that works for you? When you shut down and re-start IDEA, doesn't
it restore itself to the same size you last set manually?
