But it behaves exactly in a way you described:
If there is really nothing to, do it just displays "All files are
up-to-date", no matter whether you are in the "background" mode or not.
If it doesn't work for you (i.e. compiler always finds something to do),
please enable the logging and send the <idea-home>/log/idea.log to me. In
order to enable the logging for the compiler subsystem you should add the
following lines to <idea-home>/bin/log.xml:
<category name="com.intellij.compiler">
<priority value="DEBUG" />
<appender-ref ref="CONSOLE-ALL"/>
</category>
