Jordan,

Local VCS is the subsystems which tracks the history of the files you
edit/receive from external VCS systems. It can also rollback files/whole
directories if you want to recover some sources. Currently this is
almost all its uses. 

However we see several ways of using it in the future. E.g. we are now
considering of using LVCS for external VCS integration. I.e. IDEA will
checking files to external VCS looking at its own change history.
