Mike, I'm using
java version "1.3.1" Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.1-b24) Java HotSpot(TM) Client VM (build 1.3.1-b24, mixed mode) on Win2K Sp2 with 512MB RAM. I set the max heap size to 256 MB, and let it run. Took a long time to run, but it now seems to be OK. Our project contains a whole bunch of different files - HTML, images, classes, libraries etc. Maybe that or file size has something to do with it.
