Hwllo, the ebox-antivirus module updates this files each hour. For this it uses freshclam and you can execute freshclam manually if you want to trigger the process manually. However if the module is not enabled, it don't download any update.
However it seems that is some bug in the notification of the update to the web GUI, I will look on this shortly. In the meantime if you are not sure you are correctly updated you can run 'freshclam' to assure this.
