It appears that Sourceforge is completely down. Without Sourceforge,
there is no download. Sorry about that.
The instructions are talking about the site archive file which is a
different download than the core jar file being referenced by the online
update site. The core jar file cannot be installed on its own, it is
hosted on Sourceforge purely for accounting purposes. The site archive
file is a separate download that can be installed. Unfortunately, with
Sourceforge down, neither is currently available.
