Actually I don't see any problem to extend the rights management at the WebPage level. It is as simple as you can do a contribution as I did for WebSites (see the changeset attached to task). Or you can modify the same permission-contrib.xml file. As for having it in Nuxeo trunk I suppose this is more a ergonomic / look decision, which of course can be argued but...

Would it be a big problem to allow Comment and Moderation rights to be defined on web pages too. Currently we have the requirement to allow users to comment only on certain pages (folders) of a single Mini WebSite, and don't want them to be able to comment on all. Also I could see that different users could be assigned as moderators of different areas of a Web Site.

Nope, you need to give permission "Comment" specifically to allow users to post comments. Please note Write permission includes Comment. The changeset mentioned in task is already in 5.2 (is prior release of 5.2). I linked the task to let you better understand the situation.
