  it's unlikely you can simply download the newer source for
poppler-utils and expect to be able to install it on RHEL -- i'm
guessing some of your libraries were flagged as being out of date.

  for slow-moving distros like RHEL, you might have to simply go to
sourceforge and get the latest "pdftohtml" utility and build and
install that.  but i'm open to being corrected.
