You cannot box it into just "education" or just "job skills" or just
anything- is my point. Education costs money, not everyone is willing or
able to utilize what is out there available to them. Some of it is just
ignorance and sometimes it goes far deeper than that. That is My point.
You cannot just say if only they would "pull themselves up by their
bootstraps" as many a Republican congressman has stated. ITS NOT THAT
SIMPLE!
