Biologist (Data Manager) Series & grade: GS-0401-09/11 Duty location: Kingston, RI MAJOR DUTIES: As part of the Natural Resource Challenge, a network-based inventory and monitoring (I&M) program has been developed to address the lack of credible scientific information available to parks on biological resources. The Northeast Coastal and Barrier Network is one of 32 inventory and monitoring networks within the National Park Service. The incumbent serves as the data manager for the network, which is a cooperative effort by eight parks to accomplish inventory and monitoring relating to resource issues. The national park units are located in 5 states: Massachusetts, New York, New Jersey, Virginia and Maryland. Major duties include: * Program Development: development of a network information management program that is compatible with those at the regional and national levels. * Database Systems: designs, implements, and maintains database systems for long-term archiving, management, and retrieval of data sets produced by past studies as well as future ecological inventory and monitoring studies. * Data Acquisition and Quality: Develops, recommends and implements standards, guidelines and QA/QC protocols relating to the acquisition of ecological data sets. * Program Management: carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. * Other duties include: data documentation, data mining, data retrieval, reporting and dissemination, data archiving and security, training and professional meetings, and emerging technology.
