I agree with Adam, "Water" was a very thought-provoking book.    

I have also read "Water Wars: Privatization, Pollution, and Profit" by
Vandana Shiva, "Song for the Blue Ocean" by Carl Safina and the "Cadillac
Desert" by Marc Reisner.   Each one of these books is full of "eye-popping"
information.   If you are interested in laws governing waters in the USA
there is a little book called "Water Law: In a Nutshell" by David H. Getches
that does a nice job at sorting and succinctly explaining this convoluted
and confusing topic related to water rights and regulation.   

Hope this helps!   I have found these books fundamental in shaping my ideals
on "water" from a national to global perspective.
