What about a yurt or a tipi?  Both can be surprisingly comfortable.  Or 
does the person have problems with unfiltered air?

If the dampness makes it desirable to keep the structure off the ground, 
what about a raised wooden platform with good air circulation underneath so 
it doesn't get moldy like the crawl space of the house has?  My 
understanding is that this is for summer use only, so I am assuming that 
insulating the platform against the cold is not necessary.
