After a couple hours detective work, ucla.edu aborts because one of its javascript files is in utf16. I should check for bom and convert utf16 or utf32 back to utf8. How hard is this to do? Don't know - fortunately edbrowse already contains the machinery. Should it be done before 3.7.2? Probably. Should it also be done for css files? Probably.
