Actually, X12C had a request for interpretation on uniqueness of FA's that
it issued a response to about 6 years ago.  It should still be around.  At
that time the discussion was wether or not the Functional Group ID should
also be included in the "uniqueness".  I think the answer was yes.

You actually have three separate issues (perhaps complicated a bit by
these being made up examples).

1)   At the interchange level (ISA), without looking at the groups, the
*interchanges* would be considered duplicates since they have identical
sender/receiver IDs and qualifiers, control numbers, date/time stamps,
etc.   However, I don't think this is what you are asking about.

2)   At the functional group level (GS), these are not duplicates since
the receiver IDs are different.

3)   Since the groups are not duplicates, clearly the 997s inside of
them are not duplicates.  They both acknowledge PR functional groups
with control numbers of 59, containing two 855s.  They were both
received by 111111111111.  However, the first was sent by BBBBBBBB (the
receiver of the first group above), and the second was sent by XXXXXXXX
(the receiver of the second group).

Most EDI management software would not consider the 997s duplicates,
though they would consider the interchanges duplicates.

My opionion only.  If you have need of an authoritative ruling, request
an interpretation from X12 and we'll look at it in X12C.
