Yes, the DISA publications you reference are exactly what you need if 
you're looking for general references.  However, these are insuffcient for 
most purposes.  Implementation guides specific to each industry (and often 
to a specific major EDI user) are where you must look for definitive 
information on how segments and elements are to be used for specific exchanges.
