Actually, the purpose of the TA1 is:

"To report the status of the processing of an interchange header and 
trailer by the addressed receiver. TA1 fields 1, 2, and 3 are used to 
identify the original interchange whose status is being reported."

So, it's really not intended that the VAN return a TA1, but the ultimate 
receiver as identified in the ISA.
