No, it means that the GS1 country Member Organisations were given a monopoly over the implementation of GDSN in their respeective countries. Companies in those respective countries had no choice, but to finance data pools in their home country. There is nothing like a monopoly to enhance your revenue. ... and I'm still waiting for Home Depot's GS1 implementation.
