Yes, it will cause major problems, especially if the 'duplicate' PO numbers
occur in the same 'batch' of 850 being processed.
Not to mention... when you send an '860' , to which one of the PO# 12345
does it apply? Heck, I think you might have problems on YOUR end with that!
If you can't / don't care to send one PO# per shipping location, SDQ "with
LOTS of advance notice to your partners" is the way to go.
