We have gone off subject, but as a member of the X12 Steering Committee I have to take exception to what Rachael and Klaus have said. I hate to add fuel to the fire, but feel I must respond to some inaccurate assertions that have been made. I am speaking as Doug Anderson, not on behalf or X12, DISA or Kleinschmidt.
DISA/X12 have cut expenses and continue to look for ways to cut expenses. DISA/X12 is a membership based organization. Unlike some other organizations, the business implementers of the standard have input and participate in the standards development process. And the process is not dominated by one or more large corporations or funded by tax dollars (don't get me started on funding the UN, Klaus). I know of no study that shows that "Almost every other ANSI-accredited SDO....makes their specification and guides publicly available at no cost". Over my many years of working in the transportation industry, I have yet to come across a single ANSI SDO that provided standards for free (I am sure that there are some out there, but I don't know of any). Rachael, could you please back that statement up with fact. I don't disagree that the organizations like W3C (non ANSI and ISO organizations) offer specifications for free but their membership dues are a bit different then X12's. For example, X12 charges a business between $1,017 and $7,474 depending on their revenue for yearly dues. W3C charges $63,500 (yes, sixty three thousand) a year with no tiers. Yes, I agree, the goal is to facilitate EDI. Not sure what you mean by implementers Klaus. We are asking those companies that take the X12 standards and produce a product to participate in the funding of the organization that develops and maintains the standard. Since we have not set the amount of the royalty, you can't state that it will impact the users. What has been discussed, I think is reasonable. But since no final decision has been made, I won't speculate on what the final amount will be. Membership has remained basically steady for some time.
