Rachel, as you well know this is not the first time that DISA/X12 ran  
into this situation, lucky for X12 they were able to recruit another  
industry in need for EDI standardization with a large user base  
willing to join X12. This time around there seems to be no other  
industry that can supply X12 with new dues paying members.

There are still a few, including ISO that sell their standards, but as  
far as I know no standards or user organization has gone as far as  
asking implementers to pay a license fee for implementing their  
standards. It may just break the camel's back.

Rachel, thanks for you explaining the motivation behind the policy.  
BTW, this is not the first time that this topic has been discussed by  
the X12 StC. I was still a StC member when this idea surfaced for the  
first time, but luckily common sense at that time prevailed.

As other list members have expressed, there are other ways to deal  
with the shortage of revenue income, that of cutting expenses by  
reviewing if X12 needs all the services that DISA is supplying. One  
should not live beyond their means. Going after the implementers in  
forcing them to join X12, purchase the overpriced table data, or  
paying a license fee will only result in reduction of product  
offerings and/or increase of product pricing. Bottom line the end user  
will be the one paying for X12 license program.
