I think the single most productive thing they could do is dump the
Drummond certification and designate an open source version as their
reference implementation. I suspect that would make AS2 a no cost feature
on all EDI systems in a matter of months. Granted, it would screw over
Drummond and all the folks that are trying to make a buck off of peddling
AS2, but its not like Walmart hasn't stuck suppliers with the muddy
end of the stick before.
