OpenSSL has all the stuff in there to roll your own certificate authority 
and create any type of cert you want. OpenSSL comes with pretty much all 
Linux distributions (and Mac IIRC) as well as downloadable Windows 
versions.

Try a Google for "openssl create self signed certificate" for some howto 
documents.
