If there ever is a question about whether a testing cost or even the cost of 
implementing EDI is worth it, route your question to your business or sales 
team 
(which may be the same set of people).  They usually or ultimately have the 
final say whether implementing EDI is worth the cost, given a particular 
customer's sales volume.

And yes some times it is worth saying No....

I's not always the "testing" specifically.. it's the "total cost" to 
"EDI-enable" a particular customer or vendor.

That said....I only know of two of my clients who have actually used the 
"n-word" ("no") but...

A) One has said no to about half a dozen such requests.
B) I quote my clients a lot more enablements than ever happen.

Unfortunately - for purposes of addressing your particular question - my 
phone does not ring when there is nothing to be done.
