If there ever is a question about whether a testing cost or even the cost of implementing EDI is worth it, route your question to your business or sales team (which may be the same set of people). They usually or ultimately have the final say whether implementing EDI is worth the cost, given a particular customer's sales volume.
And yes some times it is worth saying No....
