WEDI did publish a healthcare IG in the early 90's pre-HIPAA. It was mainly driven by Mayo with support from what was HCFA now CMS. Gary Beatty who was at Mayo at the time lead the effort. Ok, assuming you are correct (and I *will* check but suspect you are probably right) you are the first to notice this error (You win six (6) points!) and I'll update it. After all, that page is unchanged since 1998 and it probably needs "something" anyway.... (But I could swear WEDI did an implementation which was used by BCBS/Wisconsin in the pre-HIPAA times.
