Art,
I understand the concern that government funding may imply control, however,
that has not been the case regarding UN/EDIFACT. It was developed by
industries, international organizations and service providers which financed
their own participation.
Yes, HoDs controlled, and changed a few times, the process we had to work
under, but the control of the standards and its content was always, and still
is, in the hand of the participants.
BTW, I did participate standards effort providing "free" publications of the
results, that were not funded/supported by taxes or any other government
funding. You may recall, it was called ebXML! So it is possible :-)
