The one thing CMS is good at is delaying mandates. The main reason for 5010 is ICD-10 which hospitals are realizing the heavy cost of converting. What is seldom mentioned is that ICD-11 will be published by 2015 so it might not make sense to wait until 2015 and convert with the rest of the world to ICD-11. The American Hospital Assoc (AHA) is quietly lobbying for delays and has been mentioned the various state Medicaids do not have the funding to do any of this.
