Well, that depends on several things, are you sending or receiving this 
qualifier?  Who is your TP, as in are they your customer/partner/supplier?  
What do these values represent?  What does your TP think they represent?  Do 
you need to keep your TP happy?  Does it matter to you what the qualifier is 
(as it's killing your translator)?  Or can you make "exceptions" to allow 
it/send it?


Once you have these answers, you'll be able to make a better decision on what 
to do with what you've got, which I'm guessing is your real question.

I don't show HI being a valid qualifier at all for version 5010.  Looks
like it should be 21.
