Abstract 

The HIN is a coding system, developed and administered by the Health
Industry Business Communications Council, that assigns a unique code number
to hospitals other provider organizations, and manufacturers and
distributors.

As Brandon has identified, there are different codes for different data
elements. There is no requirement in the X12 standards that the same code
value be used across all data elements for the same concept. So, which is
correct is determined by the X12 standard for the code set for the given
data element.

Oh.. the reference I found was in Element 66 (N103).

Element 128 (REF01) value is "HN"

Element 66(N103) value is "21'

Yeah, I thought so. I don't have a standard handy, and this IG says
that, at least for their 867, the REF01 is HI. I think it's wrong, but
the sample within the IG says the same thing. Guess it's time to pick up
the phone.
