The supported position(s) of any segment depends on the Application standard.

Eg, if this is an ANSI ASC X12   '004010'   850 PO ,  the only places you can 
have segemt MSG is in an N9 loop, either in the header 
or within loop PO1.

As shown AND IF  004010 the MSG segment would be "out of sequence"  because it 
is not inside an N9 loop (tregger segment = N9)  and 
your error message is, well, perfect.

Other standards may support MSG in other positions. You will have to check.
