 I'm sure you are correct about that, but I even have doubts about 
'incentiveizing" (or de-incentivizing).

 Seems to me Dilliards (for example only!) and GXS (for example only!)  would, 
by penalizing those who chose NOT to use a 'preferred
 VAN' who does not share ownership, would be enaging in a "conspiracy in 
restraint of trade," a black-letter violation of the 1890
 Sherman Anti-Trust Act.
