Laszlo:
MdeModulePkg ones follows PI spec to implement StatusCode Router/Handler and
provide StatusCode service. It allows the different status code handlers to be
registered. IntelFrameworkModulePkg one just provides StatusCode service. It
has no Router services.

StatusCode service is used to report the boot status. It is also used to
print debug message. For example, PeiDxeDebugLibReportStatusCode library
instance bases on StatusCode to print DEBUG message.
