The UEFI specification is written in a way that platform policy is not specified by UEFI it is the purview of the platform vendor. A tablet, PC, or ATM machine could all run UEFI and the platform policy could be very different. The edk2 is coded to be as generic as possible to make it easy for the platform vendor to customize. I think this is probably why this kind of documentation does not exist. To be honest I did not even know about this issue until you posted it to the mailing list so thanks for that.
