After all, I think the "git operations" in this patch could be
confusing. Let me try to explain:

Before the patch, "OvmfPkg/AcpiPlatformDxe/Qemu.c" consists of two
logically separate parts. Let's call them {A, B}. Part "A" is about
producing some ACPI tables inside OVMF on qemu versions / qemu machine
types that lack the ACPI generator. Part "B" is for the case when qemu
exposes the linker/loader stuff, and part "B" handles that.

In this patch,
(1) we create a *copy* of the entire file
"OvmfPkg/AcpiPlatformDxe/Qemu.c" as
"OvmfPkg/Library/QemuLoaderLib/QemuLoaderLib.c". Both files have {A, B}.

(2) Then we delete part "B" from "OvmfPkg/AcpiPlatformDxe/Qemu.c",
leaving only part "A" in it.

(3) Then we delete part "A" from the copy,
"OvmfPkg/Library/QemuLoaderLib/QemuLoaderLib.c", leaving only part "B"
in it.

I chose to format the patch this way (a copy operation and a bunch of
deletes) because it proves that no new code is being added /
implemented. It's a full copy and then complementary deletions from the
original file and the copy.

Part "B" is being extracted as QemuLoaderLib. Therefore the client
driver is rebased on it. Part "B" has an internal dependency on
OrderedCollectionLib, but that's not needed by anything else in the
client driver. So OrderedCollectionLib becomes an internal dependency of
QemuLoaderLib.

Part "A" is gone, only part "B" remains in the new library -- the
linker/loader client.
