The complaint from the Democrats was that there were 19000 spoiled
ballots indicating that there was a problem with the form. In 1996 there
were 14800 spoiled ballots. The percentage of spoiled ballots is roughly
the same.

Yes. Of course that's why the Democrats complained. They hope to
overturn Bush's victory in a re-count. If Bush had been far in front the
Democrats would not have wasted their time.   There seemed to be no
problem in 1996. In 2000 it's become a huge problem.

 In the case under discussion, it is argued that some votes that
should've gone to Gore went to Buchanan.  Do you mean that this
butterfly styled form is inherently biased against Democrats? Why so?
