You have not given the entire question, but I would guess the
motivation behind it goes something like this:  You have been shown
many measures that might be called an "average"--mean, median,
midrange, mode, and so on.  You are presented with some artificial
data for different makes of cars.  According to which measures is a
particular make of car the best?
