Certainly, it can be a venue for gambling, but all fantasy games I've ever played have been with small groups of friends and acquaintances operated only amongst ourselves. That is, we aren't giving money to a gambling house to run the game so that they get their 'take.' Just playing for pride like we do is plenty enough fun.
