Not really enough information to make a guess. Give some details on the 
machine. Memory, Disk setup, Endian version woule be a good start.

I see you have a Pentium 4 1.7 GHZ [possible a celeron?] the P4 
performance has always disappointing.

Have you run "top" while it is slow? What is load average like during 
normal operation. Are you swapping? I understand why ftp or http would 
cause load but not scp via ssh...

As noted by other scanning is intense you can tweak the settings to not 
scan big files which might help. If you search the list you'll find some 
notes about the Frox proxy and the file size limits, I haven't ever 
check the 2.2rc3 for improvement on this but I did post a wrapper that 
works to short circuit this issue.
