Just to correct Jonathan slightly.
AppCenter I believe has some built in SNMP support.
So IAS4 does provide limited SNMP support through AppCenter.
You should post a question on inprise.public.appcenter
newsgroup to see if the support in this area is sufficient to meet
your needs.
