Find out yourself:
Where in the EJB or J2EE specifications is it stated what requirements
there are on JNDI namingspace?
Is it anywhere stated that clients should lookup beans through JNDI?

I think you will find it interesting to see that most J2EE servers
actually do much more than what is actually required.

If you read the JNDI specification you will also find that there is a
back-door which allows a provider be compliant, yet not support anything
at all.
