Dear Orxan, I have just committed to branch "master" a fix for building SLURM clusters on Debian 9. Your config shows that you are using a custom image, though, which I cannot access; if a SLURM cluster does not build there, please post the complete output of `elasticluster -vvv start slurm-on-gce`.
