No, not twisting. Interleaving is simple. Pass one wire through each hole, then pass the other wire through each hole. Keep alternating until all the windings are done. As I remember, one winding has more turns, so start with that wire first.

This is different from the original manual, which suggests you wind one layer, then the other.
