Here's my guess, Scott: Perhaps it's working, ie. sending CW over the air, but it is zero beat with the SSB frequency, and therefore nobody hears anything. You need a 700hz (or thereabouts) offset, in a direction compatible with whatever sideband you're using. Remember, it's just a guess - I know nothing about macros.
