I'm pretty sure that there are people out there who have indeed spent that kind of money on SWL receivers, but it seems to me that it would be far more prudent for one of them to just buy the bare minimum K3 as is. If you (or you heirs) ever wanted to sell it, there is a much larger market for a top end ham transceiver than for a top end SWL receiver. Even if the 10w PA could be easily added later, I don't see where much money would be saved ... the economics for either Elecraft or the user just don't make much sense to me.
Then again, how something is marketed can make a lot of difference in whether people buy it or not. Lots of folks want an appliance and will sometimes even pay extra for a box that looks like it was tailored specifically for their wants/needs even if the hard content is less.
