Roger,

I am confused - your prior post said that you could not easily get to 
the IF out jack on the K3.
I would guess that means you removed the cable from the P3 and connected 
it to your IC-R20.
That still leaves the cable high on the suspect list.

The K144XV IF out is at 28 MHz and is connected to the receiver front 
end - that has nothing to do with the IF output jack on the K3.
