A previous post quoted something from the FCC to the point that some new hams
were first licensed as Extra Class and some were licensed as General Class, rather than as Technician Class.

Appears to me that if you sit for all 3 elements and pass them, you are licensed
as an Extra, take and pass the first two and you are licensed as a General, take and pass only the first element and you are a technician.

If the Extra exam contains only material peculiar to that class of license, it makes sense that you would have to pass the previous elements to have "The Whole Enchilada".
