What part of MUST is not understood? It may be their first license issued but they must pass ALL required elements! Many people have gone straight to the General class license, with out being a Technician first. You should know the material covered on the Tech test, but you don't have to be licensed as a Tech to take the General Class test. This is right from the FCC website (http://wireless.fcc.gov/services/amateur/licensing/examinations.html): "Most new amateur radio operators start with the "no-code" Technician Class operator license.
