The first thing that occurs to me is that the single turn of wire through the center of T1 may be missing. The second thing is that T1 itself may not be properly wound or properly soldered. Check that the proper color wire is inserted into the proper holes (the color of the wire in hole 2 should be opposite of the color in hole 3).
