Dick, I am almost certain the problem is that your antenna is not outside. You should see if they will let you hang it from the eaves outside your room - like a bird feeder. I copied this from the EHam.net reviews page:

This same reviewer recounted his father using an Isotron antenna in his retirement community. Perhaps the Yahoo group he set up can help you. Since it is likely your antenna, getting a different radio would not make any (much?) difference.
