I don't know if it will help in your situation, but take a look at my webpage www.w3fpr.com article on "Noisy K3" for some guidance to setting the AGC parameters. Yes, changing the slope may be helpful, but you will have to experiment a bit.

Turning the preamp off and perhaps the attenuator on may help as well. Then too, if you are running with noise reduction turned on, that could create some 'funny situations' that are similar to what you are hearing - try with NR turned off.
